It's a very interesting story on how someone using old solviet technology from the 1960's was able to avoid the anti-radar misiles from the NATO forces and down a stealth bomber F-117  in 1999:

The conclusion is that whatever can be your technological handicap, if you show some creativity, mobility and think "outside the box" you can achieve results.
