Depends on the material used. If the rotor is made of metal alloy, then this is true. If it is made of electromagnetically relatively  "transparent" material (eg. some composites) it is not so.

how about gliders? do they have a radar signature?

Everything has RCS, but when we talk about really low RCS (eg. F22) even pilotīs helmet has to be taken into account. I have myself witnessed operation of doppler ground surveillance radar that was able to pick up moving human target and distinguish an armed person from unarmed.  It boils down to range; the aerial target has significantly lower detection range when it has low RCS and no matter how low it is, it will be detected if it is close enough. These small aircarft also have one advantage, they can fly low, really low. In some situations even llower than is safe for helicopters.

Thanks for the explanation. I am trying to figure out the reasoning behind them, if not anything but training purposes.

Training, PR, propaganda.. and considering the narco smuggling and low intensity guerrilla operations by Jundullah and Kurdish militants would imagine that they may have limited recon/surveillance function too esp. when supporting infantry patrols. With a radio set and other gear they could used as substitutes of tactical UAVs. Just guessing, of course.

yes but they dont fly high and fast to be detected by distant radar anyway... Now in terms of their applications here are a few:

1- flight for beginners
2- recreation (yes basijis need recreation too!)
3- shatter fear of heights and create balls
3- police surveillance
4- transportation of special ops forces.

Palestinians in the 80s made several attacks on Israel using similar things ... They can fly in canyons and make use of natural barriers to evade radars
