Does Iran get new engines for its Russian fleet and other critical spare parts from Russia? or Russia is sanctioning Iran as well?

IRGC Equips Several Planes with Water Tankers for Fire-Fighting Missions
TEHRAN (FNA)- The Islamic Revolution Guards Corps (IRGC) announced on Monday that it has equipped its Ilyshin-76 cargo planes with water tankers in a bid to boost the country's capability in fighting massive fires.

A statement issued by the IRGC's Public Relations Office on Monday noted the IRGC's cooperation with Iranian firefighters in putting out massive fires in Golestan Forests in Northern Iran late in autumn, and said that after the IRGC felt a lack of firefighting tools and equipment in the country, its Aerospace Force designed and manufactured such equipment and mounted them on its cargo planes.

"The IRGC Aerospace experts successfully designed, manufactured and mounted fire-fighting tools and equipment, including water tankers, onto Ilyushin-76 planes of the IRGC," the statement said.

The statement added that the plane can now carry 40 tons of water and discharge it over blazing areas in just 20 seconds, reminding that the water bomber and its water-spray operation is of special value in remote areas that are not easily accessible for firefighters on the ground.

The statement further mentioned that the Iranian government has recently provided proper assistance and cooperation for the IRGC to equip its planes and choppers with firefighting equipment and water tankers to increase the number of such water bombers.

I've actually thought a good deal about how Iran's fleet of IL-76 could serve in the future but I dont think a ELINT aircraft would be the best use of them. Mainly because Iran has a large number of Boeing 707s that can do that job, and Iran having more experience with having to domestically maintain them.

Further I think if Iran plans to use their IL-76s for anything other than transports they should pursue using them for tankers. It requires very little modifications for such a task since the original Il-78 tankers were simply converted transports (that still retain their cargo ramps). Further the Il-78M model (which could refuel 3 aircraft not just 2 with original model) was also not a major modification as the cargo ramp was removed and an additional refuelling port (identical to wing mounted ones) attached near the rear of the fuselege.
