Notice that the article says it doesn't add up to 24, and that at a later date more will be added to make it 24. So it means we'll again (at some later date) see a report about Iran forming a squadron of these fighters.

Well for one thing only one or two of the planes has even been seen with weapons pylons and because there doesn't seem to be any real improvement from the F-5E...

I started to think it was for propaganda after they first announced a squadron but failed to show it, but why would they say it twice?

why

they keep adding and removing the cannons to test verity of electronics and reversed engineered avionics. further more the aircrafts are still in dark blue colour rather then usual light blue combo. They showed the cockpit of this aircraft and there were no differences to be found. The extra fin on the back and nose modifications (possibly for equipment tests) have added drag to the airframe and hence reduced already low speed of the aircraft. Hence I think the project is (for now) strictly for Testing and propaganda purposes. That is until (like catsoo said) IRIAF comes up will more powerful engines and enlarged airframe; for which it will need extra funding. Funding that has not been granted.

I've now seen the video myself and I believe all 5 known planes are seen...you see the shot where the camera shows the 3 planes on the left side of the plane the camera is in yes? Well then we see a single plane on the right side of the plane and its likely the aircraft carrying the camera is Saeghe as well so perhaps all 5 known planes are indeed visible?

I wouldn't call it 'propaganda', its just over advertised.

there is nothing wrong with propaganda as long as its used for good intentions like preventing a war by confusing the enemy like in this case.
on the other hand, I have little knowledge about jets and even less about this plane. I am only speculating based on statement of people on this forum and new archive

Roughly: the guys flying them have finished their training for flying the aircraft, the plane has ability to launch missiles, drop bombs, fire bullet rounds, and fight on dog fights, and these have been tested in wargames and will be done more in future wargames... they have tried out special tactics or whatever and they did well, etc etc

No and it isn't mean to.,IMO they're just test beds for a real fighter project.

I don't know, it hasn't even been announced, however in my opinion, there is one, just like there is one for the Zulfigar tanks. They're not being given that much funding because the Missile and nuclear projects are more important and have priority over them. They're there to build the capabilities of the military industry so that they can build them when the priority changes.

I can not say that it is a test bed for later fighter.
any country should start from more point and even if the fight is not very superior fighter.

but as public knowledge about seageh has better engine then F-5 northrop fighter.
that is one of very important aspect in any fighter,
they said that saegeh has a max range of 3,000km while F-5 has about 1,500km

also I do not have information about its radar system that is also very important aspect and I am sure that they made some changes in its radar (better to quote that they improved its radar and modernized it using new technology and equipments).

The F-5 is so small that it cannot fit large radars and so cannot have BVR capabilities. If you look at the Saeqehs, each one of them is different and it is clear that they are testing different things on them.
