The Netherlands actually provided almost all of the chemical weapons to Saddam/Iraq. The Dutch regime politically backed sending chemical weapons to them in secret. Iraq bought, 500 tons of "thiodiglycol" and also "malononitril" and "ortho-chloro- benzaldenyde" from three Dutch firms. According to 'declassified' documents at a certain point even the U.S. asked them to show some restraint with selling the chemicals. You can read that even though the Netherlands was one of those initially asking the UN to 'restrict' trade [you'd need a permit] of chemical weapons (hypocrites), even after the restriction, they continued selling large amounts to Iraq and did their very best to keep the best of trades going on. They called that being neutral to the war... however at the same time they boycotted Iran, together with all the other western countries.
