after the news sanction iran should develop it's missile arsenal and build long range missiles

the question is why iran stop developing it's arsenal ?

Iran didnt stop developing arsenal and several huge projects are undergoing development and testing but it takes time as its a complex technology.Sejil missile was unveiled from a short time and before that the shahab-3 in 2003.
Dont forget that Iran now is looking forward to build more advanced weapons especially missiles but its now concentrating on providing the new missiles with technology wasnt in previous missiles arsenal before so it needs more time.

Cruise Missiles are not Ballistic missiles just for clarity reasons...And clearly the Sejil proves Iran is quite actively working on new Ballistic missile designs so I am puzzled to why you think they have stopped..
