Yes, Iran has also had its share of serial killers. Here are some that I found:

Asghar Killer (Death in 1939)
Raped & killed 30 boys



Majid Mahmoudi (Suicide in prison: 1987)
Raped & killed 49 young girls and women



Gholamreza Khoshroo [Khofashe Shab] (Received 214 Lashes and executed in: 1997)
Raped & killed 19 girls & women (while posing as a taxi driver)



Saeed Hanaei (Executed: 2002)
Killed 16 prostitutes.



Mohammad Bijeh (Received 100 lashes and executed: 2005)
Raped & killed more than 20 boys.
16 police officers were reprimanded for not being able to catch him all this time.

...Khofash Shab, that guys crimes are still talked about to this day. Its good that the government gives them a proper beating before sending them to their graves.

 Iran's first female serial killer claimed that the idea for the crimes had received by reading crime novels Agatha Christie.

Police in northern Iran has said it is a woman who is accused of at least six murders. The idea for these crimes received by reading the novel of British crime writer Agatha Christie.

The prosecutor in the city of Qazvin, has said that the 32-year-old woman, identified as Mahin, was arrested  and admitted to the killings. She was a famous sportsman, as well.
The victims of these young women, described as the first female mass murderer in Iran, were mostly older women who were offered to take them to her yellow Renault,  than give them a drink with a strong sedative, and then strangled them and stole their jewelry.
She said she has carried out the killings in order to pay large debts, although earlier reports stated that she was forced to the hatred of his own mother.Iranian newspaper wrote the woman "has inspired Agatha Christie's books so as not to leave any traces!"
Mahin has killed at least six women between 50 and 70, who were strangled. The killer then stoled their jewelry and money.
 According to local police chief, the young woman,sportsman and expert on body-Building, also wanted to "revenge so you had to choose women who look like her heated mother ."
In the period between February and May revealed several murders. When they started to appear prints on the bodies of victims, the police immediately concluded that the killer was a woman.
Her "Reno" was observed for speeding, and then, thanks to the description provided by the Iranian woman who managed to escape, diced began to agree. Mahin is, according to local press reports, the first female serial killer in Iran. For that crime is getting the death penalty.

The exact names of the Agatha Christie's novel that inspired Mahin, are not currently known. However, many parts of this British writer who died in 1976, are available in Iran. They were translated into Persian at the time of the Shah and the television series "Poirot," which was based on the novels of British writer, was met with enthusiasm at each screening in Iran.

Iran's 'desert vampire' executed

An Iranian serial killer who murdered at least 20 children has been executed in front a large crowd of spectators.

Mohammad Bijeh, 24, dubbed "the Tehran desert vampire" by Iran's press, was flogged 100 times before being hanged.

A brother of one of his young victims stabbed him as he was being punished. The mother of another victim was asked to put the noose around his neck.

The execution took place in Pakdasht south of Tehran, near where Bijeh's year-long killing spree took place.

The killer was hoisted about 10 metres into the air by a crane and slowly throttled to death in front of the baying crowd.

Hanging by a crane - a common form of execution in Iran - does not involve a swift death as the condemned prisoner's neck is not broken.

Calm and silent

The killer collapsed twice during the punishment, although he remained calm and silent throughout.

Spectators, held back by barbed wire and about 100 police officers, chanted "harder, harder" as judicial officials took turns to flog Bijeh's bare back before his hanging.

Bijeh was stabbed by the 17-year-old brother of victim Rahim Younessi, AFP reported, as he was being readied to be hanged.

Officials then invited the mother Milad Kahani to put the blue nylon rope around his neck.

The crimes of Mohammed Bijeh and his accomplice Ali Baghi had drawn massive attention in the Iranian media.

They reportedly tricked children to go with them into the desert south of Tehran by saying they were going to hunt animals. They then poisoned or knocked their victims out, sexually abused them and buried them in shallow graves.

They were found guilty of the murders of between 19 and 22 people, but local people believe the toll to be higher.

Baghi has been given a 15 year prison term.

Some reason you can't medical test and screen out psychopaths?  People who torture are no better.  In fact, isn't it better just to settle it with street justice?  Why have a public torture-orgy?

If psychopaths, sociopaths and schizophrenic people could be screened then believe me the list would be long, to start with politicians, bankers, brokers...etc..

It all depends how you define torture. Depriving someone from his basic rights could be seen as an act of torture. Those rituals have existed and whether good or bad their main sociological intent was to dissipate/exteriorize public anger. On the other hand serial killers and rapists are being more and more brushed as "victims", don't serve a lifetime jail time and often caught for backsliding. The cases in Eruope are numerous and one of the worst episodes of modern Belgian history was linked to the Dutrou case where the entire Belgian elites were pointed at.

We do often look at the situation with certain hypocrisy. These serial killers are often thrown into a black hole as if the society didnít know what to do with them, then theyíre freed on probation and commit the same atrocious crimes. We refuse to believe that in most cases these people cannot be heeled and above all they cannot be released.
I do agree that torturing this monster wonít change anything. Does the fact of tightening the rope around his neck give the already devastated mother some relief? I personally donít have any answer. It wonít bring her son back. But I must admit that even if I do not support death sentence this monster will not torture, rape and kill anyone else.

The point of making it public is that if someone is a repeat offender and thus beyond rehabilitation, might as well use the execution as a clear example to others that violence will not be tolerated. It's not meant to entertain the sick-minded.
I don't see this as a bad thing; I don't see why it makes a difference at all. If it lowers criminality overall, then that's lives saved in the long-run.

As far as screening out people with an inclination toward violence, well of course it would be ideal to identify those who might for one reason or another be significant relatively predisposed toward criminality and then monitoring them. But the obvious problem here is one of civil rights. Even if it makes other innocent people potentially much safer, how far can you justify monitoring an individual before it constitutes a violation of their personal rights?Just because some test says you can be a danger, you loose all your rights? That's also a dangerous precedent to set. There's a fine line to walk in this field.

Psychopathy is a disease, however there are unfortunately many Psychopaths who live successful life devoid of killings.

These men have succumbed to evil, and have submitted themselves to the work of the devil. They deserve the death they have gotten.
