Not to change the topic too much, but it seems that using water is really much more hygienic than toilet paper alone.
And in fact I have heard that the 'squatting' style toilets that preceded modern, western seated designs may even be better for one's health to use.
The human GI tract has evolved to go squatting, and as a result it is significanty better for completely evacuating one's bowels than to sit which is actually unnatural for modern humans (our ancestors never went 'sitting', nor do any animals). It doesn't seem significant on the face of it, but in fact I have even heard of well controlled studies, although you may have to look this up, that link higher rates of colon cancer to people who use sitting toilets (although I am sure that has a variety of influencing factors), compared to people who go squatting.
I understand people have different preferences, but in the case of Americans, unfortunately many are too obese to sit up straight let alone squat, so I suppose that is out of the question for them.
